The Frequency Illusion: Why You Suddenly See It Everywhere

You learn a word on Monday and hear it four times by Friday. Nothing changed except you — the usual explanation being selective attention plus confirmation bias. That explanation is almost certainly right in outline, and it is worth knowing that it has barely been tested. This is a widely accepted phenomenon named on a newspaper letters page and formalised on a linguist's blog, borrowing its mechanism from two separate research literatures.

That is not a debunking. The experience is real and the explanation is plausible. But the confident tone in which it is usually delivered implies an evidence base that does not exist, and the gap is worth seeing clearly.

Where the names came from

In 1994 a reader called Terry Mullen wrote to the St. Paul Pioneer Press describing how, having encountered a reference to the Baader-Meinhof group — a West German militant organisation long out of the news — he immediately came across it again. Other readers wrote in with their own versions, the paper kept running them, and the Baader-Meinhof phenomenon acquired a name.

In 2005 the Stanford linguist Arnold Zwicky wrote about the same experience on the Language Log blog and proposed the more descriptive term frequency illusion, distinguishing it from the neighbouring recency illusion — the belief that something you have just noticed must be new.

Both origins are perfectly respectable. Zwicky is a serious linguist and the phenomenon he described is one most people recognise. The point is simply that the concept entered general use through description rather than through experiment, and that is unusual for something now routinely listed alongside well-studied cognitive biases.

The two-mechanism explanation

The standard account has two stages, and the components are individually well established.

The first is selective attention. Your senses take in far more than you can consciously process, so an attentional filter prioritises what seems relevant and suppresses the rest. Classic work by Donald Broadbent and Anne Treisman in the 1950s and 60s established that this filter is responsive to relevance rather than purely mechanical — unattended channels can break into awareness when they contain high-priority content, most famously your own name. Learning something new flags it as relevant, and the filter starts letting it through.

The second is confirmation bias. Having noticed the thing twice, you form the belief that it is everywhere, and each subsequent sighting registers as evidence for that belief while the long stretches without sightings do not register at all.

Together these produce the experience: more detections, plus a biased interpretation of what those detections mean. The frequency in the world has not changed. What has changed is what reaches you and how you count it — which is the same filtering question, running the other way, that produces the disproportionate weight of one bad comment.

What is missing

A dedicated experimental literature. Search for studies that manipulate exposure to a novel item and measure subsequent frequency estimates against actual frequency, and there is very little to find. The explanation is assembled from two mature literatures and applied to a phenomenon that has mostly been documented anecdotally.

This is a specific and common failure mode in popular psychology: a compelling description acquires a name, the name acquires a mechanism borrowed from adjacent research, and the compound gets repeated as though the whole package had been tested. Almost every article on this topic — including the ones citing Zwicky — states the two-mechanism account as established fact.

It is very likely correct. Both components are real, they plainly could produce the effect, and no competing account is on offer. "Very likely correct on the basis of adjacent evidence" is simply a weaker claim than the usual framing suggests.

One neighbouring result is worth knowing because it is experimental and it points somewhere unsettling about frequency perception generally.

David Levari and colleagues reported in Science in 2018 what they called prevalence-induced concept change. When the actual prevalence of a stimulus decreased, participants expanded their concept of it — shown fewer threatening faces, they began classifying previously neutral faces as threatening. The judgement adjusted to keep the rate of positive identifications roughly stable, and the effect persisted even when participants were warned about it and offered money to resist.

That is not the frequency illusion, but it is directly relevant. It demonstrates experimentally that your sense of how often something occurs is not a passive count — the criterion moves. If the standard for what qualifies as an instance shifts with exposure, then intuitions about frequency are unreliable in a deeper way than "you notice it more" implies.

Where it does real damage

Two contexts make this more than a curiosity. After a diagnosis, a pregnancy, or a new car, people encounter apparent confirmation everywhere and can draw conclusions from it — about how common a condition is, or how popular a choice was — that the world does not support.

The other is advertising. The widespread conviction that phones listen to conversations is substantially a frequency illusion: you discuss something, an ad appears, and the coincidence is striking. What is usually happening is that you searched or mentioned it in a context that produced targeting through ordinary means, and — critically — you now notice ads for it that you would previously have filtered out entirely. The mechanism is not eavesdropping; it is that you have started counting.

Why it feels like more than attention

The common objection is that the explanation cannot cover genuinely rare items. If you hear an obscure song twice in a fortnight, selective attention seems inadequate — you could not have been filtering out encounters that were not occurring.

Two things absorb most of this. Coincidences are far more common than intuition allows: with thousands of stimuli per day and thousands of people having this experience, striking runs are statistically expected somewhere, and the ones that happen to you are the ones you hear about. And selective attention operates on more than you think — background music, signage, half-heard conversation are all processed to some degree without reaching awareness.

There is also a real availability effect. You remember the two sightings vividly and cannot enumerate the days without sightings, so the ratio you compute is wrong. What feels like a change in the world is a change in what your pattern-detection system is promoting — the same confident construction that puts a face on the front of a car.
